doc: Add a page about dqlite troubleshooting

This is a first stab at writing down some of the heuristics I use to help people on the forum troubleshoot dqlite-related errors. I hope to add more to it over time as I get more experienced with this (and as we figure out the root causes of some of these problems and hopefully fix them in dqlite).
