Check VMs filesystem volume for concurrent read/writes during live migration

When performing live migration of a VM both its root and filesystem volume get mounted at the same time on both the source and target node. Currently this hasn't caused an issue but we should check if there aren't any concurrent reads or writes to the filesystem volume as those might conflict with each other.

The storage drivers that might be affected by this are both Ceph RBD and PowerFlex.
