Issue description
Very wide ranges (20000 ports) defined on a OVN-backed network forward throws the error:
/snap/lxd/27037/bin/ovn-nbctl: argument list too long
this is something was also happening on “normal” network forward, and then fixed.
The use case is a WebRTC-based application.

I've run into a similar issue with ovn 24.03; ovn-nbctl eventually times out with:

LXD flattens port ranges into a list of all the ports in the range. This is needed because ovn-nbctl lb-add does not support port ranges. This mirrors the structure of the OVN northbound database, which stores VIP->ENDPOINT mappings with optional ports, like:

I doubt we'll be able to get much traction upstream for implementing port ranges in ovn.
I've tried splitting the ovn-nbctl commands used by LoadBalancerApply into batches of 1000 vips, but ovn-nbctl still times out. Indeed, the last command in this series fails:

My guess is that ovn/ovsdb are doing some quadratic time (or worse) operation over the entire set of vips. LXD sets a default timeout of 10s for ovn-nbctl commands. We could consider increasing the timeout, but that's inelegant and unlikely to get more than a handful more ports.
@pmarini-nc I'm not super clear on the use case for such a large range of ports on one forward; is there a reason you'd prefer a large number of port forwards over a VIP for the entire port range?
We're planning a switch to using the ovs DB client package directly, rather than ovn-nbctl, so this may help increase the workable limits.
I'll keep an eye out for those changes and retest this after they land.
