Ability to "Hide" domains from scans

In an effort to keep domain owners (organizations) from being penalised by adding a large influx of new domains, we want to add the ability to hide individual domains from being included in the scores, and a separate option to hide from any scans. Both these options should be a toggle on the domain edit component.
