Banner links to Canada.ca incorrect after a content move

On https://canada-ca.github.io/open-source-logiciel-libre/en/guides/contributing-to-open-source-software.html Please be advised that the link to the official standard that appears in the alert is broken. "This is the latest working copy of these Standards, for the official standards please visit here."

Apologies if this isn't the place to report this, but I figured that this is outside scope for the Principal Publisher.

Steps to reproduce

1. Navigate to https://canada-ca.github.io/open-source-logiciel-libre/en/guides/contributing-to-open-source-software.html
2. Click on the link that appears in the alert at the top of the page. https://www.canada.ca/en/government/system/digital-government/open-source-software.html
3. Get a 404 error.

What is the expected correct behavior?

Not a 404 error, a functional link.
