Replacing links to Directive on Management of Information Technology with the Directive on Service and Digital.

Can it be updated on the site? https://www.canada.ca/en/government/system/digital-government/digital-government-innovations/open-source-software.html

Thanks @smellems ! I'm going to hold off landing this for now, because we're looking at moving the Mandatory Procedures appendix soon ™️ . These changes should be made, but I don't want to go through the publishing folks twice

@nschonni I changed the links to the updated Directive and the EA Framework. Do you think the Guides on canada.ca can be updated?
