Wrap SurveyJS Library to create a generic Assessment Library

This will provide several benefits for us:

• Decouple from SurveyJS
• Replace JSON file with a friendlier way of defining assessments
• Eventually replace with custom rendering to align better with GoC Standards

Results page and app page should probably separated as well. The final assessment"report might need to be it's own thing.

For example, in the AIA there is a lot of relationship with the directive and its requirements based on the impact level. Depending on the use of the tool, we may need a very different results page.
