console: why do we have scopes on cluster clients?

bottom line: the idea is to give at least a hint what those scopes are for. bonus points for references to doc-pages that actually describe what they can be used for (and TBH i have no idea if content like this even exists)

again a pretty low-fi docs-PR-draft (the best i can bring in!) - would be good to get your perspective on it.

• shall we even mention zeebes REST capability for now?
• do we have doc-pages for operate/tasklist/optimize that we could use as links here? i am not aware of any

I like this change, particularly, explaining Secrets! But we should backport it to all supported versions before we merge. Will this be ready soon?
