Resource based permissions baseURL unclear or missing for Tasklist and Operate

For tasklist and operate resource based permissions, the docs don't clearly document the requirement of also configuring camunda.tasklist.identity.baseUrl and camunda.operate.identity.baseUrl, respectively. The Operate parameter is not even in the docs.
