Consolidate helpers.js/test-helper.js files into .testcaferc.js

Acceptance Criteria (Required on creation)

Looking to reduce the number of files in the TestCafe project, the aim of this ticket is to move the code from helpers.js/test-helper.js into .testcaferc.js which will also enable testcaferc.js to be the only source of code for helpers.
