Add the service to expose the gitlab runner metrics

Why don't we use the official chart to deploy gitlab-runners?

I don't know. It seems you have forked the official chart. But I think it used to the missing support of kubernetes volumes in the official chart.

Maybe we should contribute to the official chart.

@mcanevet That would indeed be cool to participate to the official charts. However, it looks like theses peoples have a LOT of work with the pull requests. And waitaing for them to be approved/merged takes a huge amount of time. So , we have to have a "buffer" to get this working before making a proposition to the upstream/official charts.

@JGodin-C2C OK, maybe we should maintain a list a PR we submitted upstream so that we can follow when all of them are merged.
