Drag to bookmark bar not working

Story: When I (user) try and drag the designated link to the bookmark bar the link is not able to be added. Chrome version: 71.0.3578.98(official build)(64 - bit)

If you could outline some direction to solve this issue I can try and handle it myself. I have only briefly tinkered with chrome extensions.

Your bookmark bar isn't visible in the video, so it's hard to understand what your problem is. Also, in the latest version of Chrome on Linux Mint 20, I could drag the button/link into the bookmark bar without any problems.
