Add maintainer status and point to the new pypdf repo.

As of https://github.com/camelot-dev/camelot/issues/343 we have moved to a new rpo over at: https://github.com/py-pdf/pypdf_table_extraction

The purpose of this PR is to notify users of the new repo.
