[Enhance] ChatAgent Summarize Prompt

The ChatAgent can summarize its context in various scenarios. for example when a certain percentage of context window is filled (#3227). The goal of this issue is explore ways to improve the prompt used for this summarization. This includes identifying weak points and patching them with clear instructions.

Assessing whether this is an optimal prompt is a task in itself, which also involves fixing the prompt where it falls short.
