wind topojson format

Hi, I'm trying to add a different datasource for winds, in particular from Sentinel 3 SRAL instrument. I'm writing the code to convert the data to topojson but is not clear to me how this data shall be formatted. Can you point me to a resource describing how this topojson is composed of?
