Keypad movement doesn't work if num lock is off

Pressing 5 on the number pad to wait one move does nothing.

This is an item logged from the To-Do and was originally reported by ADoS. If you are familiar with or can recreate this bug, please provide details here.

Anyone testing this should probably check whether num lock is on. Ideally it shouldn't matter, but...

I can't reproduce this at all on the Mac. 5 causes me to wait both in town and outdoors.

However, I can reproduce it on Windows by turning off num lock.

I'm not quite sure if this can be done or not, but I'm adding it to the 2.0 milestone because I think we need to at least decide whether or not to do this before then.
