If the favicon is a data link, that favicon won't be recorded properly

Steps to reproduce

1. Bookmark a page with a data favicon (eg https://www.arp242.net/bitmask.html)
2. Go to quarchive

Expected result

Should see a nice favicon

Actual result

Nothing
