Display max file size

Brief overview

AS A file uploader

I WANT the max file size (currently: 50mb) displayed to me

SO THAT I don't try to upload something larger and get a 400/500

Additional details

Don't currently have tests for this.

Needs to work for streaming uploads as well as normal ones
