Model sea cables as HVDC lines

Currently, all lines are modelled as AC transmission lines. Some links should be modelled as HVDC lines though. As long as we don't have more information, we should make all sea cables HVDC lines.

For the ENTSOE case I don't think we do know which are HVDC and one would assume that it is only for links between countries without a land border. When there is a land border, a proportion could be expected to be AC and DC (e.g. Switzerland->Italy has/will have a mix), but that is not information we get from ENTSO-E's TYNDP 2020 scenarios.

For the sub-national resolution used by the e-Highways2050 project, we know which are DC and which AC and the capacities of each, but this may not come in at the v1.2 stage.

I think this makes sense in the absence of better data. Bryn shared data from e-Highways with me which distinguishes between two different types of DC and AC transmission (with quite large cost differences between them) but I don't know if that works at the different spatial scales which are required.
