Possibility of remapping keys on a Bluetooth remote?

I've got a Bluetooth remote with dpad, volume, pgup/dn, etc. Unfortunately, while it has play/pause button, it doesn't have buttons to skip tracks, and the volume buttons aren't easy to find in the dark.

Would it be possible to create a KLC file that remaps dpad up/down to volume up/down, dpad left/right to previous/next track, and dpad center to play/pause? I'm currently using Key Mapper to do this, however Key Mapper uses accessibility service, and doesn't work with the screen off; if this can be configured as a physical keyboard layout, that would fix this.

Hi! I'll test the possibility of letting people edit and share custom layouts. For now though I'm busy with other projects, so please don't be mad that I'm going to postpone this indefinetly.

I'm still accepting pull requests for layouts that come preinstalled with other Operating Systems, and pull requests that fix bugs. But custom layouts would be too much for me right now :(
