Control plugins from commandline

Is there a way to control the plugins in a standalone instance via commandline, at least toggle them Enabled/Disabled?

I wanted to automate the Enabled/Disabled state via shell scripts bound to hotkeys, so that I can turn specific effects on and off on the fly.
