[CAL-4425] refund policies for payment apps (stripe, paypal, etc.)
it would be nice if we add different refund policies for payment apps here:
any other policies needed?

no need to be added to linear, it is the same description as here. you can simply open a PR
@PeerRich, it seems like refunds, at least with the implemented PaymentServices, are only occuring when a booking is not properly confirmed. Is this the only intentional case?
