[CAL-3213] disabled apps are still installable and upon restart of calcom all apps get set to enabled (self hosted)

This doesn't seem to ever have been fixed: https://github.com/calcom/cal.com/issues/6652

You can disable 2 of them (as seen in my bottom screenshot) it shows 11 which is proper

however when you click it, you can install any of the 13, the 2 that are disabled are still in there to click.

Also all of these settings reset upon reboot. Should this be reported to docker image or what?

I can update all of these to false Or if I just set a few of them

When you restart the self hosted docker it will just reset it entirely upon bootup when the apps are updated.
