Won't detect ROMs from usb drive

What's wrong, and with what software version? TI-84 Plus CE version 5.7.0.0021. I have all of my ROMs on a USB thumb drive, since my calculator ran out of space, and the TI-Boy CE won't detect the bundles. What are the steps to reproduce this issue?

1. put rom bundles on a USB drive
2. open it with cesium
3. app says no roms found
