Analyst sees GTFS data update weekly

User story / feature request

As an Analyst, When I view the latest GTFS and GTFS-RT data, I see it update weekly

This will be visible in the Composer dashboard.

Non-payment models are running Mondays and Thursdays at 7am PDT/8am PST (2pm UTC) through * dbt_all DAG.
