Add new transit agency (a non-Californian one) to the Elavon dataset

User story / feature request

There is a non-Californian agency making use of the MSAs (Coast RTA, a.k.a. "Waccamaw") and we would like to analyze their data similarly to what we do for the Californian agencies. Jennie Rothera has access to Coast RTA's data (based on Coast RTA's request to Elavon) through the Elavon portal (a.k.a. Payments Insider). However, Coast RTA's MID is not part of the Cal-ITP chain. Is it possible to retrieve their data from Elavon? Or do they have to be under the same (Cal-ITP) chain in Elavon's systems? Ideally we would like to see Coast RTA's data similar to Californian agencies' data (e.g. Anaheim's, or CCJPA's).

Acceptance Criteria

The Elavon Transactions table has Coast RTA's data too.
