Ask Littlepay about variable fare transaction missing a tap

In the course of investigating #3038, we found that we have an individual micropayment with a charge_type of complete_variable_fare but where there is only one device transaction. As an analytics engineer, I want to ask the data vendor about this issue because I am not sure whether this transaction should be dropped.

This row ends up missing a littlepay_transaction_id in fct_payments_rides because it is dropped in this join in int_littlepay__device_transaction_types, which becomes an inner join filter in the payments rides table.
