Difficulties locally testing for metabase sync issues

As a warehouse developer, I would like to test synching to metabase locally, So that I can verify my local fixes will work in production before pushing to production

Acceptance Criteria

Right now, it's difficult to locally test anything having to do with the run_and_upload.py script.
