As a transit data quality analyst, I would like to have MTC 511's list of operators available to query in metabase, So that I can get a list of all active MTC 511 GTFS feeds that are available, And so that I can see which of the MTC 511 feeds should have realtime data or not

Acceptance Criteria

The nightly results of downloading and extracting the content from the https://api.511.org/transit/operators?api_key=%7byour-key%7d endpoint are made available in metabase to use with other queries. In particular, the important things to be able to check are for a list of transit agencies that are made available on the MTC 511 API. The other important part is to expose the Monitored value for each agency in the returned list which indicates whether there should be realtime data for that transit agency.
