Provide support for RT prediction metric development

User story

I'm beginning to work on building out 5 metrics to assess the quality of GTFS-rt predictions - this work should go on for the duration of August and September. I'm requesting that the data services team provide some support for me in building this out.

Some examples of the support I'm looking for are:

• Thought partnership on data model design
• Guidance on working with the volume of data required here (a week of RT data is multiple TBs)
• Bigquery/dbt system management/maintenance. As I understand, some work is required to monitor and address blocking errors that pop up. If I exceed my daily quota data processing quota, it's useful for them to adjust that quota (or adjust me...)
• PR review and ongoing feedback
