I think this is because the credential maybe tied to @jordemort's email address and it's trying mine since I'm the most recent committer, or the credential stored has expired.

https://github.com/haya14busa/action-bumpr/issues/34#issuecomment-1525835169 explains what's needed for the BUMPR_TOKEN secret, @jordemort:

The issue was that the GitHub Actions configuration was set so it couldn't write to repos. This is in your Settings under Actions->General->Workflow Permissions.

Looks like secret PR_TOKEN needs a new token from @caketop-bot
