Shift cibuildwheel Python support window

~I've got a need for musl use now…~

~I think this is sufficient after reading https://github.com/pypa/cibuildwheel, but I suspect there might be something on the Go side that might throw it off.~

This PR previously was intended to upgrade CIbuildwheel but since that was done in #254, this has become just about shifting the Python version support.

The build failures occur with musllinux and i686.
