Speak at volume not setting volume

Hi, This all works well so far, thanks!

One issue is that I am not able to get the speak at volume working. It can speak but the volume is not changed at all.

I can set the volume separately just fine using the volume action however the idea was to use the speak at volume so I can return all the devices back to their current volume level easily after the TTS.

Anyone else have this working? Or any ideas on how to dive deeper into why it's not working?
