Reference to load Cake.Issues.Recipe in addins.cake needs to be updated

Reference to Cake.Issues.Recipe 1.3.2 in addins.cake should be updated to 1.3.4

This is the right recommendation, unlike #982 where the recommendation was to upgrade to Cake.Issues.Recipe 2.0.0 which targets Cake 2.0. I am satisfied that AddinDisco 5.2.0 resolves the recommendation problem when some versions of a given recipe include cake-version.yml while other versions of the same addin do not.
