Add Chocolatey API Key to AppVeyor

Currently, the repository is set up to publish a Chocolatey package version of the extension, but the required API Key to publish the package isn't set in AppVeyor. This needs to be taken care of.

This is related to this issue: https://github.com/cake-build/cake-vscode/issues/449 and as such, can't be shipped at the minute.
