Add ability to reorder/sort scope list

Description

When there is a large list of scopes, it would be helpful to be able manually reorder and/or sort the list alphabetically.

Use cases

User has a large list of scopes, uses some more frequently than others, user has the ability to put those scopes at the top.

User has a large list of scopes, struggles to quickly locate the scope that is required, alphabetical order would make it easier to find.

In both cases the search box can help, but requires a) knowing exactly what to search for, b) extra clicks, typing, etc. (i.e. additional UI friction)
