Install failed with error Access Denied to modorganizer

Wabbajack installation fails repeatedly with an error the access is denied to the path containing modorganizer.exe in the Licentia folder. During Wabbajack installation some files in the Licentia folder are set as write-protected. Modorganizer.exe is missing entirely. This happens only with Licentia, not any other modlist. Setting the Licentia folder and everything in it to read/write doesn't help - same error happens during the next attempt at installing. Creating a new empty Licentia folder also doesn't help, same error.
