Mouse stuck In 1440

I am trying to play at 4K (3840 x 2160) but can only move my mouse in a 1440 resolution (2560 x 1440). Making it so I cant use the mouse on over half of the screen. I have changed the Fallout4Prefs.ini as described in the instructions. But the problem persists.
