Speed up generation

Currently, it fetches tarballs, but it could only request https://package.elm-lang.org/packages/elm/time/latest/endpoint.json and get the sha256sums.

Since elm packages are so small, there's almost no timing difference just downloading the tarballs for now (although it does require relatively much larger download size).
