feat: Support for podman

My project needs podman as a runtime dependency, not to run dev containers but because the program itself runs podman containers. Currently I can add podman to packages but I cannot enable virtualisation.containers.enable = true; which is required for podman to function, that has to be added to my systems config or separately to devenv.

It would be great if devenv could support this out of the box.
