Baritone does not use a pickaxe to mine unless useSwordToMine is enabled

Operating system: Windows 11 Java version: 21 Minecraft version: 1.21.8 Baritone version: 1.15.0 Other mods (if used): Image

How to reproduce

When attempting to mine using Baritone, useSwordToMine must be enabled for Baritone to use a pickaxe.

Huh? Will try to reproduce. Meanwhile out of curiosity: Can you try putting the pickaxe into another hotbar slot?
