Issue with elytra command

In that case #elytra isn't supposed to work (yet), so the bug here is the way in which it fails (generic error instead of "you are out of bounds"), not the fact that it fails.
However #4698 will also make #elytra work on the nether roof so there is no need to fix the error message.
