Do not override a namespace not managed by kubi - refactor project blacklist

The namespace create or update function updates a ns, regardless or not it was created by kubi.

This should not happen.

This is the opportunity to refactor the blacklist of project feature - this needs further thinking: the project should not be created IF there is an opportunity to overlap with an existing namespace not managed by kubi.
