New Survival Data Endpoint for Dynamic Kaplan-Meier Curve

Address issue Dynamic KM Plot and RFC 36 Frontend PR: https://github.com/cBioPortal/cbioportal-frontend/pull/4900 This backend PR aims to add a new survival data api endpoint that supports customizable Dynamic Kaplan-Meier plot.

• Support survival analysis with new api endpoint /survival-data/fetch
• Add censored events along with start events and end events
• Make clinical event configurable for each organization
• Get clinical timeline events by filtering on a list of clinical events
