Add 'deactivated regions' to quota view for better visibility

Selecting a restricted subset of regions during installation can cause confusion later when new quota is added, since other regions will never be onboarded for NPK.

The quota view currently has a line for 'Configured regions', but it should also include a list of regions for which quota is present, but deliberately excluded in the configuration. This might help with troubleshooting in the future.
