Resume campaigns, allow limited users to upload dictionaries

It would be helpful for NPK to allow regular users to upload their own wordlists / rules via UI.

Also, "Clone" feature to allow uses to clone Campaign configs and re-run the job again if previous job failed.

v4 is planned to have a 'resume' feature, which should help with interruptions. I'm also planning to rebuild the data layer to support per-user uploads. It's a long way out though.
