Release new version

Hi there!

Great lib, really useful. It's been quite a while since a new version has been released (0.9 @ 2020-04-04) and there has been many updates merged since then.

Could you make a new release with the latest changes?

I'd like to jump onto this request, as it's not possible to use the new encodeToBytes convenience method on Maven-based build systems, due to the last snapshot being from initial 0.9 release.

Unfortunately, my spare time is very limited due to my job. I would consider to make cbor-java a github project and would invitate volunteers to become maintainers. I did so with https://github.com/quantum-elixir/quantum-core with great success.

Would you be interested in that and become maintainers of this project?

I can volunteer some help to maintain the project. I won't know what I'm doing, but it's hopefully not too much to learn :)

Hi @c-rack ! Thanks for the project. Would it be possible to grant permissions for volunteers willing to maintain the project? The last release was in 2020, I think it is time to upgrade.

I have created a new organization, forked this repo to there and made @AndrewScull a maintainer of this organization. More people are welcome, of course. Once the transition to the new repo is done, I will archive this original repo.
