Is it possible to fork and modify pub-dev and make it self-hosted?

I don't know about Google AppEngine, so I would like to ask if instead of implement everything, what if we reuse core source code from https://github.com/dart-lang/pub-dev as dependency and only modify the configuration part somehow to make it run on linux (and docker of course)?

I'm not sure, but it seems strongly coupling to GAE...
