Users should download nvshmem by themselves and build from source

can we release the version compiled without nvshmem and let users compile with nvshmem themseles?

Hi, does this PR mean that install flux by PyPI is not recommended? If I want to use flux in another project, I have to build flux from source and manage dependencies manually.
