Install wasmtime-cli as a cargo dependency

Maybe this has unforeseen consequences but it sure would be nice if cargo-wasi automatically installed wasmtime-cli as a cargo dependency. Right now you just get an error with a pointer to the wasmtime installation webpage, which incidentally doesn't even mention that you can just do cargo install wasmtime-cli.
